DRIVING LICENSE :-
A valid Driving License, issued under the Motor Vehicles Act 1988, is an essential document to drive a motor vehicle in any public place in India. In the State of Kerala driving licenses are being issued by the Motor Vehicles Department through its 17 Regional and 42 Sub Regional Transport Offices. One should have proper authorization in the license to drive specific class/classes of vehicle he intends to drive.

ELIGIBILITY CONDTIONS :-
If you are between 16 and 18 years you can apply, with the written consent of your parents, for a driving license to drive a Motor Cycle below 50cc.
If you are 18 years or more, you can apply for a driving license to drive a non-transport vehicle.
If you are 20 years or more and having one year driving experience in non-transport vehicles, you can apply for a transport vehicle driving license. A pass in 8th standard is an additional condition to get a transport vehicle driving license. You will be exempted from one year driving experience if you need a transport vehicle Driving License only to drive Auto-Rickshaw.
Vehicles using for hire or reward are classified as transport vehicles and others are classified as non-transport vehicles.

LEARNERS LICENSE :-
On submission of the application you will be required to undergo a computer based Learner’s test. Your knowledge on Road Rules and Regulations, Signals and signs, Road manners, defensive driving etc will be tested.
Facility for practicing the test is provided in this site; and also in the Information kiosk in the office.
A Learner’s License, valid for six months and valid throughout India, will be issued to you on passing the test. If you fail in the test you can reappear for re-test on any of the coming working days on paying fee of Rs.30/-
Date for Road Test will be mentioned in the Learner’s License. The Learners License cannot be renewed.

DRIVING TEST :-
Holder of a learner’s license for more than 30days can only appear for driving test. You should produce the application along with the learner’s license in the ground mentioned in the learner’s license on the date and time prescribed in it.
Driving test is conducted in two parts. First part is ground test and the second is road test. In the first part your efficiency in controlling the vehicle will be tested. An 8 track is made for testing part I for two and three wheelers; while an ‘H’ is made for testing the four wheelers.
In the second part your skill in driving will be tested.
If you pass both the parts you will be issued an acknowledgment coupon on the spot and the Driving License Card will be send to you within a week.

Forms and Documents required
Form 1 – If you are below 50 years and applying for non-transport driving license, use this form for self declaration of physical conditions.

Form 1A- If you are 50years or more and applying for non-transport driving license, or you are applying for a transport vehicle driving license, you should obtain a certificate from a general medical practitioner about your physical condition Form1A.

Form 2- Application for Learner’s License (you should fill up)

Form 3- Learner’ License form- (you can fill up some columns)

Form 4- Application for Driving License (you should fill up)

Documents: Eye Test Certificate shall be obtained from an ophthalmologist.

Attested copy of proof of residence, proof of age and proof of citizenship (Election ID card, Ration Card, School Leaving Certificate, passport etc)You can download all the forms Downward menu.

Whom to Apply
You should file your application for driving license with all the above documents along with appropriate fee, before the Assistant Licensing Authority of the region where you reside.

Fees
Fee for each class of learner’s license Rs. 30

Fee for each class of driving test Rs. 50

Fee for Driving License Rs. 200

Service Charge Rs. 50

Fee for authorisation for Transport Vehicle Rs. 100

eg: Fee to be paid for obtaining a non transport vehicle driving license

Single class (30 + 50 + 200 + 50) = Rs. 330/-
Two classes (60 + 100 + 200 + 50) = Rs. 410/-

The fees can be paid at the concerned Regional/Sub Regional Transport office in cash.

ADDITION OF CLASS OF VEHICLE :-
A person holding a driving license for Motor Cycle may similarly apply for addition of a light motor vehicle at any time. A person holding a driving license for Light Motor Vehicle may however, apply for addition of the class of Medium Motor Vehicle or Heavy Motor Vehicle only after he has held the license for light motor vehicle for a period of one year. In such cases the applicant should undergo the course of training in driving and produce a Certificate in form No.5 issued by a Driving School or establishment.

Requirements
1. Valid Driving License.
2. An effective Learners’ License.
3. Application in Form No.8.
4. (a) Form No. 1(Self declaration as to the physical fitness for Non-Transport
vehicles only).
(b) Form No. 1 A (Medical Certificate-for Transport Vehicles only).
5. Form No.2.
6. A driving Certificate in Form No.5.
7. Fee receipt for Rs.50/- for each class of vehicle and Rs.280/- for Card license and Rs.50/-Service charge.

RENEWAL OF DRIVING LICENSE :-
An application for renewal shall be entertained not more than one month before the date of expiry of the license. If the application is late for more than five years after the date of expiry of the license, the applicant should undergo all the formalities to obtain a fresh license. If the application for renewal is made previous to, or not more than 30 days after the date of expiry of the license, the renewal will be made with effect from the date of its expiry. If the application is made more than 30 days after the date of expiry of the license, the renewal will be made with effect from the date of receipt of proper application. In such cases a fee of Rs. 250/- + Rs.50/-will be realised.

Requirements
* Driving License.
* Application Form No.9.
* (a) Form No.1 (Self declaration as to the physical fitness for Non-Transport Vehicles) or
* (b) Form No. 1A (Medical Certificate for Transport Vehicles only).
* Recent pass port size photographs – 2 Nos.
* Receipt for payment of fees of Rs. 250/- + Rs.50/- service charge.

INTERNATIONAL DRIVING LICENSE :-
International Driving Permit will be issued to an applicant who holds a valid Indian License and who is a resident of India. The application shall be made in Form IDP or in writing to the RTO within whose jurisdiction the applicant resides, specifying the countries to be visited and the duration of stay etc.

Requirements
1. Valid driving License held by the applicant and copies thereon.
2. Three copies of the recent pass port size photographs
3. Copies of Passport, Visa and Air ticket for verification.
4. Receipt for payment of fees of Rs.500/- + Rs.200/-.
